They will have to acquire the necessary skills within three years to secure permanent employment.

Under the bill, kindergartens and schools would be able to hire staff without the exam for two years, with the opportunity for a permanent contract upon passing the neccesary qualifications.

MPs called for long-term solutions.

The legislation could apply to hiring for the coming school year, which starts in September.
