The present safety conditions at the border demand reinforcement of the Police with soldiers, stands in the National Assembly decision giving soldiers additional powers, as proposed by the government. Soldiers are now allowed, together with policemen, to advise and direct people, temporarily restrict their movement, and cooperate at crowd-management.
The government will inform the working bodies of the National Assembly, responsible for defence and interior affairs, about the execution of the extraordinary powers given to the Slovenian Army; the first report is due within a month from the entry of decision into force, and the second after the cessation of its validity. The article giving additional powers to the army can be valid for no longer than three months, but its validity can be extended.
The amending act on defence with the new 37.a article was adopted by the National Assembly immediately after the second inflow of refugees last October. A part of the civil society disagreed with new powers for the army, and started collecting signatures for a referendum, but the National Assembly put a stop to it. The initiators have also addressed the Constitutional Court, but unsuccessfully, therefore the law entered into force on last December.
