One possible model is the one used by neighbor Croatia: Slovenia spends roughly 10 million euros on average to promote the country, while Croatia spends 12. However, the budget for their tourist organization is 32 million euros and they also have additional sources of income.
At least 40% of Croatia's tourist tax goes to promoting national tourism, 30% goes to the region and 30% goes to the municipality. In Slovenia, the entire tourist tax goes to the municipality.
The details of a possible change in the tourist tax are still not known.
