According to Minister, it is quite simple - we have to options: either to continue with the limited options for maintenance, i.e. just contain the deterioration of the existing system of roads, or chose progress.
The present annual charges bring 145 million euros per year, and the petrol cent would increase the amount to approximately 250 million euros. Thus in six years we could reduce the portion of the road network which is in poor or very poor condition, from 75 to 50%, the Minister explained. "There are no alternatives. It is the only way to raise100 million euros," he emphasized.
Three-year introduction period
Total charges would be collected in the same purse, from which money for investments set in the national programme would be drawn. This program will also contain an operational plan including all projects planned for the period of six years. Without this new levy only simple maintenance will be possible.
"The proposal is goal oriented, and carefully considered," Gašperšič stressed. According to the present proposal, in 2016 three cents per a litre of fuel would be paid, in 2017 six cents, and from 2018 on nine cents. Two other options are foreseen as well, twice the price at highway petrol stations, and relief on the borders with countries with cheaper fuel.
Those purchasing fuel near the border would at least leave the excise duty in Slovenia - and there is the possibility of regulating the end price within the excise duty, yet coordination with the Ministry of Finance is still going on.
Gašperšič said that at the Ministry they are thinking of supporting investments into road infrastructure with a project on modernisation of the system of roads, making use also of the European mechanism for strategic projects; this accelerated investment would be then return during the following years with the help of the petrol cent.
