Abraham handed his resignation on August 3. He informed the Court that he had accepted the position of arbitrator with the hope that his appointment "would help reinforce trust between the two countries, and the Court of Arbitration, which would allow the procedure to continue in a normal manner". But after the decision by the government of Croatia to withdraw from the agreement, he realized that this situation would prevent such expectations to be met. Therefore he considered his cooperation as an arbitrator inadequate. Abraham is the president of the Hague International Court of Justice.
Slovenija will appoint a new arbitrator
The cabinet of the president of the government announced their regret for the resignation of Abraham as arbitrator, and their failure to understand the reasons for his action. They believe that the Court should continue its work, as "it should not allow arbitrary and unilateral withdrawal of the Republic of Croatia to put a stop to the entire procedure". It would be, in their opinion, contrary to the basic principles of arbitration.
They hope that the Court in its full composition will soon continue its work, and also complete it in compliance with the arbitration agreement. "Slovenia will decide on a new arbitrator within the set time-limit," they assured.
