The government says that the proposed measures constitute around 40 million euros in savings, while municipalities argue that it will only be a few million. Today's meeting is aimed at clarifying the financial effects of the individual measures. Negotiations on the amount of the lump sum will be on Monday.

Still the government wants municipalities to improve their record keeping. The finance ministry believes that better estimates and date could increase funding by 10 or even 20 percent.
