A working group from the Slovenian medical chamber says politics should not get involved in the staffing and managing of public institutions, which should have more autonomy the way corporate entities do. The group is also calling for the putting an end to concessions and equalizing the work conditions of private contractors and public healthcare providers, which would introduce competition. For those proposing the alternative reform the general basket of rights, advocated by the health minister, is utopic. They say there are not enough funds to cover everything medicine is capable of doing, which can be seen in the long hospital waiting times.
The rights would be divided into two baskets. The first would be a basic basket of rights which would be covered by the basic health insurance. There would be no more supplemental health insurance and the second basket would consist of a mandatory contractual insurance, which would cover injuries outside work, costs for hospital stays and similar. Costs for medical specializations and research would be covered by the budget.
ZZZS to be transformed into an insurance company
The working group also envisages the transformation of Slovenia’s Health Insurance Institute ZZZS into one or more insurance companies which would be able to sign agreements with healthcare providers. As a result of the competition on the market, providers would have to lower their costs but also increase the quality of their services. Healthcare providers would also have to copay for some of the services and medicine, and could also be fined for not providing adequate healthcare services.
