Serbs in northern Kosovo took part in the local elections for the first time since the 2008 independence. But in Mitrovica, turnout stood at only 7 percent at 3 p.m., compared with 32 percent Kosovo-wide. Voting in north Mitrovica was halted after the attack. The Organisation for Security and Cooperation in Europe (OSCE), which helped manage the election, pulled out 60 of more than 200 staff from the area. A candidate for mayor of north Mitrovica said that the election might not resume at all.
