According to Labour Minister Anja Kopač Mrak, the first bill provides a legal framework for writing off debts owed to companies that want to sign up for the program.
Under the bill, companies will not be required to pay taxes on write-offs. Conversely, debtors do not have to pay income tax on those debts. The measure applies only to debts due by the end of 2014. Relief agreements can be signed between August 1, 2015 and January 31, 2016. The one-time write-off applies to electricity, gas, heating, waste management and telecommunications bills, unpaid rents etc.
Only individuals who were beneficiaries of social transfers between January 1, 2015 and June 30, 2015 are eligible. Up to 100,000 citizens could qualify for the debt write-off.
In a 76 to 0 vote, MPs also passed a bill expanding the number of primary school children eligible for free meals. All children from families whose income per family member is lower than 180 euros per month will qualify for free meals.
