Humanitarian and non-governmental organizations are calling on the government to temporarily suspend the implementation of European migration rules and asylum legislation, including the Dublin Regulation and readmission agreements. They also point to the fact that when the current EU asylum and migration system was established, it did not take into account mass arrivals of refugees.
The police will not be able to handle such a large number of people
In Croatia there are currently more than 13.000 refugees with the intention to cross over to Slovenia. The opinion of the country's NGOs and humanitarian organizations is that Slovenia's police will not be able to register and handle such a large number of people, because such capacities or accommodation capabilities do not exist.
"In light of the current conditions Slovenia's police will not be able to abide to all the rules and return refugees back to Croatia. It was clear from the very first night, when a larger group of people arrived in Slovenia, that Croatia would not take them back," warned the NGO coordination team.
They stress that it is essential to learn from the recent examples in Greece, Macedonia and Serbia: "If, for example, Serbia closed its borders when 9,000 people arrived on its territory, today, with the continuous arrival of new people every day, we would have had a humanitarian catastrophe there. The same could happen in Croatia, if Slovenia decides to close its borders."
We have to allow them to continue their journey
The NGOs propose the government finds a way to temporarily suspend current regulations and follow the example of Serbia. Refugees should be registered, temporarily accommodated in order for them to rest, and then allowed to move on forward without any obstruction.
At the same time the NGOs propose that the government halts the transfer of those seeking international protection, under rules of the European Parliament and EU Council, to all those EU member states in which there are systemic flaws with regards to asylum procedures and the acceptance of asylum seekers.
"After examining the conditions in individual EU member states, we call on the government to stop sending those seeking international protection to Hungary and Italy. In the case of Hungary, we recommend that the government stops returning even those refugees which don't apply for international protection in Slovenia," is what is written in the open call to the government, so far signed by almost 30 non-governmental and humanitarian organizations.
