The initiators of the referendum by which the amended law on marriage and family relations was rejected, the All-Slovenian coalition It's About Children! realized their promise that they would propose an to regulate the rights of same-sex communities.
"This act is equalizing the legal statuses of same-sex couples with opposite-sex couples, with the exception of adoptions, in vitro fertilisation, and the role of a mother and a father in nurturing and development of a child. We are introducing a very important option, a part of the amended act rejected by the referendum, i.e. non-registered same-sex partnership, and are making it equal to extramarital partnership," one of the leaders of the coalition Aleš Primc explained.
"The restriction we introduced at the non-registered community is that it cannot be formed without the consent of both partners while they are living in a student dormitory, or in a private student lodging during the time of study at the university or in secondary school, or in retirement homes or other educational institutions - this for the purpose of preventing misuse," he continued.
Primc also said that this act would give same-sex partners rights, obligations, and limitations. "Until now the same-sex unregistered partners were the accused and the judge, yet it was not required for the judge to be excluded from the proceedings. The present legislation contains a number of such privileges, and we are abolishing them while adding rights and obligations," he explained.
Act based on Peace Institute
Alenka Čampa, the coordinator of the preparation of the act, explained that the proposed Act on regulation of same-sex partnerships (ZUPIPS) addresses 60 acts, and has 119 articles.
