Those involved in higher education have dividing opinions on the act. Student movements and professors from the University of Ljubljana fear the changes might lead to the privatisation and commercialization of public education.

At the same time the proposed changes include stricter conditions for the setting up of private higher education institutes. Private higher education institutions say bank guarantees and introducing stricter admission quotas would put them out of business.
