Načelo 'onesnaževalec plača' je ključno načelo evropske okoljske politike. Onesnaževanje je namreč velik strošek za družbo in eden od ključnih razlogov za zaskrbljenost državljanov EU. Tako se onesnaževalce spodbuja, da preprečujejo okoljsko škodo, poleg tega pa se od njih zahteva odgovornost za onesnaženje, ki ga povzročijo. A to ni vedno enostavno, mnogim pa se tudi zdi, da že zdaj plačujejo preveč.
